Big enough to cope,
small enough to care
Who We Are
Eurotowns is the European network of medium-sized cities, founded in 1991 to represent cities with populations between 850,000 and 250,000 inhabitants. Today, the network consists of 16 member cities across eight European countries, all committed to building vibrant, inclusive, and sustainable urban communities.

Our Vision
We believe that medium-sized cities are big enough to cope and small enough to care. We are large enough to lead European innovation yet close enough to their citizens to ensure meaningful change.

Our Mission
The Mission of Eurotowns is to develop a network of vibrant, socially inclusive and sustainable medium-sized European cities, which acts as a catalyst for urban innovation, creativity and renewal.
What We Do
We bring together all members of the Eurotowns network for mutual support and to ensure that their priorities are incorporated at European level.
- Ensuring the voice of medium-sized cities is heard in EU legislation and decision-making.
- Producing annual policy papers and participating in European initiatives
- Strengthening visibility in Brussels through the Strategic Policy Group and European events such as EWRC, Urban Future, and Smart City Expo.
- Annual General Assembly
- Webinars, and thematic workshops
- Engaging with leading universities, think tanks, and experts from European Agencies and Institutions
- Sharing good practices through city presentations, conferences, and targeted capacity-building sessions
- Identifying relevant calls and funding opportunities
- Supporting project partnerships and promoting collaborative proposals.
- Organizing study visits, project consortia, and joint applications under programs such as Interreg and Horizon Europe
- Encouraging open dialogue among cities through peer reviews, bilateral exchanges, and cross-country study platforms
- Facilitating partnerships on themes relevant to Europe's changing urban landscape.
Our Thematic Areas
Connecting Medium-Sized Cities. Shaping Europe’s Urban Future. Medium-sized cities are Europe’s living laboratories - places where ideas turn into real solutions for citizens. Through the Eurotowns Network, we bring together medium-sized cities that drive progress locally while contributing to Europe’s broader transformation. Built on collaboration, innovation, and shared impact, Eurotowns focuses on three interconnected topics:
Actively and sustainably shaping the future of urban cities.
We promote innovative solutions for affordable housing, a climate-friendly economy, and forward-looking digital governance.
Strengthening cities.
We support medium-sized cities in identifying risks early, developing adaptive strategies, and building robust structures.
Creating inclusive and vibrant communities.
We focus on culture, social cohesion, and the quality of living in public spaces.
